From Holy House papers I observe that His Excellency the officer Administering the Government stated in Legislative Council, that various particular cases, in which dissatisfaction at the proposed increase of salaries was felt, had been referred to the Secretary of State for further consideration.
I have therefore the honour to lay the facts of my case before you for His Lordship's consideration. Four years ago a salary of $4,320 for the Head Master of Victoria College was approved by a Commission composed of the Colonial Secretary (the late D. Stewart, the Inspector of Schools (Dr Eitel) and myself), salary raised on account of the increase of work and responsibility in a College where the boys and the staff of masters would be double the number formerly in the Central School. At that time (January 1887) there was no idea of a general increase in Official Salaries, and in putting the Head Master's salary at $4320, the object was to avoid exceeding the average salary at that time enjoyed by other Heads of Department.
But by the recent scheme of general increase of the Salaries in the Service I should, had I remained in the Central School of 450 boys, now enjoy a salary of nearly $4800 (as explained below)
